THE GRAND FORKS HERALD REPORTS A THIEF RIVER FALLS MAN, SHANE WILLIAMS, HAS BEEN ARRESTED FOR ALLEGEDLY STRANGLING AND STABBING A WOMAN SUNDAY EVENING. SHE HAD SURGERY SUNDAY; HE WAS ARRESTED AFTER A STANDOFF IN A THIEF RIVER FALLS APARTMENT.
